As professional seller I can tell that there are problems with the typical ebay's customer. They want cheap options that doesn't usually include insurance, and they want to pay with paypal which adds more costs for the seller and a viral duty if something goes wrong during the shipping.
New rules (as well as the "ebay protection program) claim that the seller is responsible for everything in a way that if the customer wants to return the purchase then ebay allow him/her to do so within a windows of one week since received, and forces the seller to accept the return at a partial cost.
It means: the seller pays for the shipping to customer, the customer pays the shipping back. Paypal has the full control of your credit account, thus you must refund.
Thus, considering that shipping abroad with cheap services is like looking for problems (with Ecoparcel, for example, I had 2 parcels lost on five, and I am still waiting for their money back), and that if something wrong happens you have your goods potentially damaged wasted by the last idiot on ebay(1) ... I would say that is not a good business unless you fine a good kind of customers.
(1) those that voluntary damage something, and then claim that it was seller's fault, thus they claim to ebay who opens a paypal dispute, and the seller has to refund, and you can't call the lawyer if the customer is out of Europe.
Lesson learned when I said bye bye to 2K euro of goods shipped in China.
