Let's try together. Maybe we achieve something (with all these brilliant minds on here).

While I noticed a few interesting patterns, I didn't get far yet. Sure, I solved Pickover's "Cryptorunes" including "Prowl cove open" [which he claimed no reader ever solved - but it took me just about 5 minutes to crack]. And I also was the first to solve two other of his puzzles - earning me two of his books as rewards :-)

If I had time I would start with some statistical analysis. This would at least tell us if it uses simple letter substitution (or rather prove that it doesn't, since FBI probably tried this already). Maybe he enhanced substitution with an escape mechanism, or changed the key every word/paragraph? The cipher can't be complicated, otherwise taking notes would take hours.

I did some undergrad linguistics at university. I suspect that I see a few morphemes in the code..

__ncbe

Perhaps "ing" meant something like +"ed" and __ncbe meant +ing or something like that.

The code standing up to that much crypt analysis probably means that it not something that plays by traditional rules...

My first pass at the notes.

The scan of the document doesn't help with reading some of the text. A colour scan would be preferable and I also suspect that what looks like mistakes in the writing are actually intentional.

Also there are a few occasions where there appear to be some non alpha characters.

I've also attempted to represent the indenting of the lines.

I would say it's a LISP program but there aren't enough brackets.

I saw this to, it will be interesting to see if it is cracked. I wonder if the guy invented his own language? In that case we would need a "windtalker", so to speak.

I think that this last point can be the major problem here. Maybe the guy just invented new random words, words he had in his memory. In this case, it would be really difficult to decrypt the message...
