Yes - In as much as
it provides a DVI-I compliant connection between your Fuel and monitor. Sync-on-green (and any other quasi-proprietary analog peculiarities your DVI-to-HD15 cable might be wired to provide) aren't an issue if you use a fully compliant DVI-to-DVI connection.

Depending on the original source (SGI or a third party) it might have been intended for a specific Fuel/display combination. You might still be able to use it - if you'd like to try I'd suggest mapping the pin-out with a multi-meter so you can see if the signalling it provides is a match for the HD15 port on the monitor you intend to use.
