So I am attempting to change the keyboard layout to a GB UK Keyboard, so that I get a pound (currency) as shift+3 = £
Using SMIT
System Management - System Environments - Manage Language Environment - Change/Show primary Language Environment.
Change/Show Cultural Convention, Language, Or Keyboard
The are 5 options to change:
Primary CULTURAL convention : UTF-8 English (Great Britain) [EN_GB]
Primary LANGUAGE translation: ISO8859-1 English (United States) [en_US]
Primary KEYBOARD: UTF-8 English (UK) Default. The 8 Key has an * on it. [EN_GB]
INPUT device/directory for software: /dev/cd0
EXTEND file systems if space needed?: yes
OK so ignoring the last two, the second one has no options for anything UK. So I would think this is all OK, yet It still has incorrect key settings.
Shift + 3 = #
I did think maybe it would only apply to new user accounts, but I have tested this and it doesn't.
Does anyone know what I am missing?

Had the same problem on HP-UX with their non PC-compatible Visualizes:
Use xmodmap and xev interactively to test for the desired effect and then add the corresponding command to a global or user defined startup file (I use .cshrc).
Basically you would lookup the keycode generated by your keyboards Shift + 3 (xev and -pk flag for xmodmap) and assign it to the desired symbol in the startup file (xmodmap keycode Number = KeySymbolName...).
