Basically you have two options here:
1. Grab the Developer's Bundle from an HP-UX Application CD/DVD or from the net (eval versions were freely available years ago, maybe someone can provide you a copy).

2. Use gcc (11i v1, v2, v3):
If you plan to use X in any way (headers, libraries, manpages, ...) you'll need an extra depot. Take a look here (registration required):

While I'm waiting: these applications that require licensing, what kind of stuff are we talking here?
Since 11i v1, HP bundles its OS in packages/bundles called Operating Environments (OE). As to my understanding, some OEs required a codeword, others not. The example listing above for 11i v1 requires one, otoh my bundle doesn't (MCOE).
