A Netgear GA620T network card has room for a small blower fan, ODROID-XU4S (off an HC1), a USB ethernet adapter, and 3D printed air shroud while still remaining single slot. ECC would be gone.
Although there are mobile Xeon chipsets with ECC nowadays. Yes, with a bunch of dongles and lots of work you could build a system with similar functionality. =)

This sounds hard to fit in honestly. I wonder whether it would work on the PCIe G5. It would be incredibly useful. Assuming the chassis has enough width it would be fine; if the G5 can process the card in question, it should be fine over PCI-e. I don't know much about the Asmedia 1083 conversion IC...

If I were going to buy an Intellistation, I would probably choose the POWER5-based 285, but mostly because it's beefier and not from any especial objection I have to the G5 (or for that matter the POWER4) in that particular application. I happily own both a 285 and a Quad, and I guess I can help 1b...

FWIW, VPC on my Quad runs well enough, but I like the older VPCs, especially on OS 9 where they can just run flat out. VPC 3 I think was the pinnacle for DOS and Win9x gaming. The G3 and G4 had a very fast means of automatically treating areas of memory as little endian which was used most notably in VirtualPC, but this is not universal to the PowerPC line (the 604 and the G5 don't have it, for example). They don't come with it out of the box, but getting a compatible card is not hard. I have a 135P in my POWER6 and X comes up with that. I can't imagine that it wouldn't still work on a POWER8 or 9 or any of the other graphics card FRUs. I'm assuming that the Talos will come with at least one legacy...

AIX does not suffer from all of the issues present in x.org, so... it has to be AIX capable. :p Does IBM still manufacture tower POWER boxes? The cheapest IBM server box should do the job, no? And should be quieter than 1U and 2U units. Do they come with any graphics card that could load X? I guess...
