Yes, that looks correct. ESSI (SSE) is the best MGRAS graphics option for Octane, if equipped with two TRAMs.

All slots receive some cooling, but slot C gets the least. Any card in slot C forces "fastfan" mode, which is incredibly loud.

I would write off the power supply too: look at those pins! Rarely do you see such severe arc damage. It looks like someone pulled the PSU while under full load.

Yes, it looks like a loss to me. Sorry :(
I suppose the connector could be surface mount, but generally it isn't used on large connectors because of cold-flow problems that can lead to misalignment. More likely it is just press-fit and doesn't protrude through the extremely thick circuit board.
