Have you thought about contacting and perhpas working on DragonFly directly? They might be receptive to many of your goals. An updated pf would be welcomed back into FreeBSD if you are successful. I will do the legwork on the freebsd.org side if you get it working on your tree. And on a serious note...

You drop the VIOS DVD in and follow the menus. It's an embedded version of AIX 6.1 for the latest version, and the installer will seem familiar to anyone that's installed AIX. It may be in sufficiently old BOS sets. I'd try AIX 3.2.5 then 4.1. A 4.x one might be able to be transported to later 4.x but you will probably run into userland problems when the X ABI changes.
